The jobholder is responsible to manage the project control process in terms of projects contracting, projects procurement, and project cost control to meet the projects plans, mandates, and all other objectives while adhering to the Owner’s directives and code of practices.
This role includes; developing contracts scope of work and contracting strategy for projects to be undertaken by Projects and Technical Support by taking custodianship of the entire Contracting life cycle i.e. from Tendering Process to Close-out. Finalize and recommends potential Bidders List, Contract Strategy, qualification / evaluation criteria, negotiation strategies etc. Co-ordinates with and advises Users and Contracts Department on various contractual, technical and commercial matters of the Contract. Evaluates claims / requests for contract variations and maintains follow-up until closeout of contract. Assist to develop, implement and maintain cost controls and provide input to centralized planning and scheduling for Projects.
KEY ACCOUNTABILITIES
Project Integration / Management
- Assist i) setting up project controls systems, workflows, communications, reporting and reporting tools administration
- Develop project controls guidelines
- Assist and provide input to Project Cost estimation
- Assist in preparing five years Business Plan
- Watch over consistency of project controls – related data between different departments
- Support Project Cost Control activities
Contracts / Claims / Change Management
- Participate in preparation of budgetary estimates for contract works, monitoring contract costs, evaluating contractor performance and periodic reporting
- Assist in developing tender or contract requirements
- Assist in the development and implementation of contingency plans to mitigate issues that may have a negative impact on the projects contracts deliverables
- Provide input on contractor performance, to help in pre-qualification exercises and contract close-out reports. Maintains records of retention monies, warranties and ensures timely preparation of completion certificates for issuance
- Provide technical clarification on contract scopes to contractors and other related discipline engineers/supervisors. Participates in technical bid evaluation of the received bids on all packages and make sure that the evaluation has been carried out as per approved evaluation matrix and send out to Contracts Department on time
- Take a lead role in claims management and dispute resolution
- Administer and manage change
- Coordinate all correspondence to ensure all changes, claims and variations are recorded, scrutinized, authorized and processed in a timely manner
- Take up a lead role in contract management
- Administer and assist in managing handover of completed parts of the works
- Fully responsible for the administration of long term/framework contracts by issuing Pro-Forma Task Order/Call-off Order, till close out of the services
- Review contractor’s invoices and supporting documents against signed contracts
- Monitor contracts approved contract value and take necessary action in case of forecasted overrun
- Follow-up with respective end user on the performance evaluation of contractors and complete closeout of contracts
