Recruitment fraud and scam alert

Please be aware that Borouge has been receiving notices from candidates seeking clarification of job offers and recruitment propositions they receive. These job offers come from organisations or individuals who are falsely pretending to recruit on behalf of the Abu Dhabi Polymers Company (Borouge) or by people claiming to work for, or are affiliated, to Borouge. In return, they ask the recipients of the job offers to transfer a significant sum of money to pay for certain employment requirements such as visa, etc.

Please note that neither Borouge nor any of the legal organisations that recruit on our behalf ask for any money or payments from applicants at any point throughout the recruitment process. All the successful individuals who have been directly or indirectly provided with job offers from Borouge are always required to go through a formal recruitment process. All communications with this regard should originate from a verifiable Borouge email address (borouge.com) and not from an internet email addresses such as hotmail, yahoo or others.

What you need to do…

• Do not respond to unsolicited job offers from organisations or email addresses that you do not know or trust especially when you have not applied nor gone through any interview with Borouge yet

• Do not disclose your personal or financial details to anyone you do not know or trust or on a website you are not familiar with

• Be aware and look out for suspicious signs such as communications from non-Borouge email addresses, poor use of English and materials and requests for fees or money

About the Role

The jobholder is responsible to lead Asia South Regional HR team for overall HR activities with business and HR service & operation in Asia South region.

This role in collaboration with the HCA management team will be responsible for defining the people vision and mission and acts as a credible partner to develop and implement the people strategy and employee related policy, program and service. Also, to lead the Asia South Regional HR, acting as a point of contact with the local authorities, provide HR management advice and expertise in order to maximize the effectiveness and efficiency in delivering the HR services to the regional organization and achieve business success.

In order to achieve desired level of performance, the jobholder needs to possess excellent people skills and consultation skills, demonstrate ability to think strategically, understand business plans and relate those plans to HR strategy and operations.

Key Accountabilities

HR Tactic Deployment

  • Translate the short and long term strategic agenda into effective programs once endorsed by HCA-VP
  • Direct Regional HR function in Asia South to support all HR initiatives, systems and tactics; design and implement strategic human capital action plans in terms of change management and business improvement activities
  • Prepare and review HR proposals for HR Remuneration Committee, support HR related documentations for escalation, approval and discussion
  • Monitoring internal HR systems and databases;
  • Develop corporate plans for a variety of HR matters such as benefits, health and safety, etc.
  • Supervise the work of HR personnel and provide guidance
  • Deal with grievances and violations invoking disciplinary action when required
  • Anticipate and resolve litigation risks
  • Report to senior management by analyzing data and using HR metrics


Risk Management and HR Service

  • Ensure the HR employment & service activities in the organisation is complying with relevant legal and external requirements that allow Borouge to run the business without interruption
  • Service as internal consultant to leadership team, managers and employees on employment related issue that affect performance and business relationships
  • Direct HR function to establish and develop standard HR operating Procedures to ensure high quality, Compliance with Borouge policy and consistent HR service/practices are provided to business .
  • Responsible for Asia Pacific HR relevant risk management and respective mitigation actions in line with operational/compliance requirement.


HR Strategy Formation and Implementation

  • Contribute in the formulation of Human Resources & Administration (HR & A) strategies and objectives to ensure Borouge’s local business needs and challenges are met
  • Implement HR & A  strategy, objectives and processes in the local offices and ensure there is alignment with the “one company approach”
  • Act as a change agent by promoting change initiatives that improve the effectiveness of Group and local performance, including HR & A
  • Ensure the organisation is complying with relevant legal and external requirements that allow Borouge to run its activities without interruption



  • Networks with HR & A  from other regions and external contacts to be alert to relevant developments and identify best practice solutions to local issues
  • Discusses local level issues with local unions/work council to maintain positive employee relations
  • Represents Borouge towards stakeholders (authorities, customers, media, community, associations etc.) building a good reputation for Borouge
  • Acts as a member of the local management team advising the local manager and team on people issues to improve local performance


HR Operations and Delivery

  • Manage and oversee Asia South HR operations using existing resources to ensure effective implementation of HR policies, procedures and systems to achieve maximum efficiency and effectiveness in HR operations in the following areas:
  • Post Recruitment including COPE orientation to new employees on organizational work culture, policies and procedures
  • Expatriate & Payroll Administration to ensure seamless, prompt/accurate administration and payment of salaries
  • Employee Relations for a positive work environment including implementation and utilization of HR internal SAP system to meet reporting needs
  • Talent management to provide timely and quality services to support talent management activities in the region
  • Reward Administrative Support on promotions and salary adjustments requirements


People Management

  • Plan the aims, objectives and priorities of the HR works
  • Manage and monitor AS Regional HR team budgets, deploy resources to achieve objectives
  • Provide clear guidance and instruction. Coach, mentor and develop team members to achieve high performance


Talent Acquisition

  • Review and evaluate current staffing needs based on company short and long term business strategy
  • Formulate and lead talent acquisition strategies to support total manpower staffing needs
  • Lead and direct implementation of hiring plans, balancing internal resource with external talent injection
  • Implement and review end to end recruitment processes and procedures (sourcing, screen, shortlist, interview, select, assessment, offer, on-boarding, staffing analytics)
  • Direct and supervise team in talent search process to fill open position to meet target cycle time

  • Strategically develop process in the gathering of market intelligence on critical skills talent pool
  • Optimize annual staffing budget to maximize recruitment span and potential candidates reach 
  • Review and evaluate agency service effectiveness and negotiate for better contract terms and rates
  • Manage Applicant Tracking System (ATS) for better data reporting on positions and hiring status
  • Evaluate new recruitment systems and tools to execute staffing operations for productivity gain

Qualifications & Experience

Minimum Qualification

  • Bachelor’s degree in Human Resources or related field. Master’s degree is highly desirable


Minimum Experience & Knowledge & Skills

  • Minimum 10 years of progressively responsible HR experience including strategic HR business partnering, industrial relation, design and development of regional C&B structures
  • Experience working with HR Committee of Executive Teams
  • In-depth knowledge of Asia Pacific country specific employment law
  • Possess knowledge of the market developments, trends and best practices related to HR fundamentals and its application / implications in respective Asia Pacific market
  • Strategic and consultative, able to build relationships & credibility in influencing the Executive Team
  • Possess strong business acumen
  • Excellent interpersonal skills and customer service orientated
  • Ability to effectively present material to all level of audience, including Executive Team and Owners
  • Forward thinker with exceptional verbal and written communication skills
  • Leadership skills balanced with a willingness to play a ‘hands-on’ role with key projects
  • A wide degree of creativity and latitude is expected
  • Ability to work to tight deadlines with multiple priorities, and across multiple countries
  • Proficient at being a mentor and coach
