Recruitment fraud and scam alert

Please be aware that Borouge has been receiving notices from candidates seeking clarification of job offers and recruitment propositions they receive. These job offers come from organisations or individuals who are falsely pretending to recruit on behalf of the Abu Dhabi Polymers Company (Borouge) or by people claiming to work for, or are affiliated, to Borouge. In return, they ask the recipients of the job offers to transfer a significant sum of money to pay for certain employment requirements such as visa, etc.

Please note that neither Borouge nor any of the legal organisations that recruit on our behalf ask for any money or payments from applicants at any point throughout the recruitment process. All the successful individuals who have been directly or indirectly provided with job offers from Borouge are always required to go through a formal recruitment process. All communications with this regard should originate from a verifiable Borouge email address (borouge.com) and not from an internet email addresses such as hotmail, yahoo or others.

What you need to do…

• Do not respond to unsolicited job offers from organisations or email addresses that you do not know or trust especially when you have not applied nor gone through any interview with Borouge yet

• Do not disclose your personal or financial details to anyone you do not know or trust or on a website you are not familiar with

• Be aware and look out for suspicious signs such as communications from non-Borouge email addresses, poor use of English and materials and requests for fees or money

About The Role

Reporting to the Manager, Ethics and Compliance, you will be responsible for the support of Ethics and Compliance activities across Borouge to ensure that business operations and procedures comply with legal regulations and internal ethical standards.

This role will also include mainly supporting and leading the Ethics & Compliance learning and awareness activities, and act as the point of contact for business functions on ethics issues, maintain whistleblowing hotline and support investigation matters 

This position is based in Singapore.

Key Accountabilities

Borouge Ethics

  • Act as the point of contact for the business on ethics issues, and provide advice as necessary on dealing with situations with complex ethical considerations
  • Maintain Borouge's internal whistleblowing hotline
  • Coordinate and support any internal investigations that may arise
  • Act as the Secretary for the Ethics & Compliance Committee, and all other activities that may arise (e.g. drafting agenda, scheduling meetings, keeping minutes, ensuring that all documentation is kept etc.)

Ethics Awareness & Training

  • Create and conduct training sessions and workshops to internal stakeholders to ensure that they are aware of Borouge's internal frameworks and ethical standards
  • Curate the e-Learning content with regards to Ethics & Compliance.
  • Monitor the corporate and individual awareness and compliance levels towards ensuring the desired level of Ethics in Borouge globally

Ethics & Compliance Support

  • Develop Compliance related assessment reports, and track the progress and follow-up actions required by the business to ensure that gaps are mitigated
  • Support and monitor Ethics declarations (e.g. Conflict of Interest, Gift & Entertainment declarations, policies & procedures are followed.
  • Conduct evaluation and clearance of declarations (COI, G&E, Board membership, etc.)
  • Maintain and periodic follow-up of completion tracking status of Borouge-wide mandatory e-Learning modules
  • Ensure new-joiners have completed mandatory Ethic Training during onboard period
  • Act as the point of contact for the business on ethics declarations and e-Learning tracking enquiries, and provide advice as necessary
  • Ensure rollout and completion of Ethics related e-Learning for Business Partners
  • Provide periodic monitoring and reporting of completion statistics to management

3rd party Due-diligence Oversight

  • Conduct due diligence on third parties (e.g. distributors, vendors, suppliers) periodically, or as needed, to ensure that potential and existing business partners operate in accordance with Borouge's policies and procedures
  • Conduct evaluation and clearance of due diligence red flags
  • Periodic reporting and monitoring of due-diligence results to management
  • Coordinates and supports to business stakeholders on any due-diligence enquires

Data Privacy & Protection

  • Conduct periodic data privacy and protection risk assessment to ensure compliance with applicable Data Privacy and Protection regulations
  • Develop policies and procedures to enhance Borouge adherence with applicable Data Privacy and Protection regulations
  • Provide awareness sessions for Borouge pertaining to Data Privacy and Protection best practices
  • Periodic review of the effectiveness of Data Privacy and Protection controls
  • Provides support to business stakeholders on any Data Privacy and Protection enquires
  • Work closely across diverse functions (i.e. HR and IT) for any Data Privacy and Protection controls implementation

Compliance Monitoring

  • Manage the rollout of global compliance assessments, which test the design of the company’s Compliance program, which requires reviewing results, supporting documentation, identifying actions for follow up and areas of improvement
  • Perform Compliance related reviews to monitor for non-ethical behavior across the business
  • Responsible for the Compliance monitoring program, program enhancement, and detection of none ethical behavior
  • Prepare meaningful and accurate reports to senior management

Compliance Controls

  • Review and monitor the compliance /internal controls universe
  • Maintain compliance monitoring and evaluation controls to ensure company-wide compliance
  • Support the establishment and review of effective internal control tools to recognize potential risks and promote adherence to applicable laws, policies and procedures
  • Contribute to new initiatives, processes, projects in relation to Compliance with rules and regulations
  • Periodically review and advance Borouge’s compliance policies and procedures
  • Perform periodic, ad hoc review against Compliance standards & policies

Fraud Risk Awareness & Monitoring

  • Detect opportunities for fraud and recommend control actions
  • Periodic monitoring of fraud risk assessments scenarios and the effectiveness of the action plans
  • Ad-hoc projects relating to fraud risk reviews and present observations

Data Analytics

  • Develop and maintain key testing to be managed via Data Analytics scope
  • Periodic monitoring of transactions for irregularities and control gaps through Data Analysis review
  • Identify and update areas of compliance and internal controls where data analytics could be implemented for monitoring

Qualification & Experiences

Minimum Qualification

  • Bachelor’s degree in Law, Risk Management, Business or any related discipline

Minimum Experience, Knowledge & Skills

  •  Fluency in English Language; written and oral
  •  Minimum of 7 - 10 years of relevant working experience for large-scale multinational organization, Big 4.
  • Prior experience in conducting forensic investigations and possesses strong investigation and eDiscovery skillsets
  • Prior experience in conducting investigations in China and in conducting investigations in Chinese with proven capability to read and understand Business Chinese
  • Understanding of USFCPA and UK Bribery Act.
  • Experience with data analytics and related coding languages (R, Python, etc.) is an advantage.
  • Possessed/Certified in at least one or of the following:
    • SCCE Certification
    • IAPP Certifications (CIPP, CIPM, CIPT)
    • Association of Certified Fraud Examiners (CFE)
    • PDPA Certifications
    • AML Certifications (ideally CAMS)
