About the job:

The Technical Group (TG) has been established as the Engineering and Technical organisation for Borouge, which is mainly based in Ruwais.  TG is the Engineering and Technical Services organisation and has business process ownership of Asset Integrity; Process Safety Management; Inspection; Project Engineering and Delivery (value up to $50 million); Technical Authority Governance and Support. Additionally TG is the custodian of the Company Technical Standards and Procedures. 

Reporting to the Department Manager for Support and Services, under the Technical Services function, your responsibilities will include: 

  • Developing cost estimates in accordance with the company's corporate standards and guidelines.
  • Ensuring consistency with assumptions made across the portfolio estimates, and with the company's Advance guidelines.
  • Providing input to the development and implementation of best practice corporate estimating & cost management guidelines, processes and procedures.
  • Developing and maintaining Company cost estimating data base, metrics, norms and benchmarks
  • Performing benchmarking studies of projects against internal and external metrics
  • Reviewing cost estimates and expenditure phasing prepared by Contractors/Consultants and comment upon suitability, deliverability and overall quality.
  • Leading and undertaking cost risk analyses by using various proven techniques.
  • Liaising with all Technical Group engineers in the preparation of development concepts and prepare inputs to projects pre study to final study.
  • Providing - as required -  cost engineering advice and assistance in all phases of projects.
  • Verifying and ensuring the annual budget for TG CAPEX/OPEX is well prepared and completed on time according to the guideline and instructions/schedule from the Finance.
  • Ensuring costs incurred are in line with budget. Review cost variance, expected forecast and report to management or concerned parties whenever issue needs to be addressed.
  • Assisting Management in the preparation of TG Business Plan which includes strategic action plans, proposal of CAPEX/OPEX, manpower plan, and Balance Score Card.
About you:

As a successful candidate you will have:

  • Experienced Cost Estimating professional in the oil, gas & petrochemical industry.
  • Familiar with costing and scheduling impacts under alternative contract strategies - Lump Sum, Bills of Quantities, Reimbursable etc.
  • Graduate in Bachelor of Engineering or equivalent University Degree, Certification in Cost Engineering is preferred.
  • Minimum of 6 years professional experience in the field of Project Cost Estimating, Cost Controlling etc. preferably in the Oil & Gas or Petrochemical industry
  • Proficient in various cost estimating tools with high degree of computer literacy.
  • Good technical skills in Project Engineering/ Management covering estimating, planning, scheduling, budgeting, cost control and manpower requirement.
  • Fluent in English (Written/ Spoken) language and having good communication, interpersonal and analytical skills.
  • Proven ability to work as an effective team player in multicultural environment.
